This study aimed to explore the role of entrepreneurship in developing local capacities and resources from the perspective of micro-industry owners in the city of Tripoli, in light of the challenges facing this vital sector of the local economy. The study employed a descriptive-analytical methodology, using a questionnaire as the primary tool for data collection from a purposive sample of 250 respondents. The findings revealed that entrepreneurship had no significant impact on the development of human capacities and showed no effective role in the utilization of local resources. On the other hand, the results highlighted major challenges hindering the growth and sustainability of these projects, most notably complex administrative procedures, difficulty in accessing adequate financing, weak infrastructure, lack of specialized guidance, and limited marketing expertise. The study recommended the activation of training programs, simplification of procedures, improvement of the infrastructural and financial environment, and the provision of technical and marketing guidance for entrepreneurs to enhance their contribution to sustainable local development.
